Community Services Unit - Captain Blocker
Captain Phil Blocker supervises the Community Services Unit at the Mooresville Police Department (MPD). He began his career with the MPD in 1987 after working three years with the Wilkesboro Police Department. He served as an officer in the Patrol Division until 1989 when he was reassigned to the Criminal Investigations Division where he worked both general and narcotics investigations.
Blocker served as Mooresville High School’s first School Resource Officer (1998) until he was promoted to Sergeant in 1999. After his promotion, Blocker took command of one of the department’s patrol shifts. He was promoted to Lieutenant in 2004 and became supervisor of the Criminal Investigations Division. Blocker was promoted to Captain in 2007 and was reassigned as the supervisor of the newly-formed Community Services Unit.
Blocker earned his Advanced Law Enforcement Certificate in 2002. He completed undergraduate coursework in Criminal Justice at Mitchell Community College.
Blocker is a veteran of the United States Marine Corps and a member of the North Carolina Police Executives Association. He was awarded the MPD’s Officer of the Year by the Mooresville Exchange Club (1993) and the Mooresville Jaycees (1994).
